Prices and rules below are as published by Meta and read on 21 October 2026. Meta changes them from time to time; check the sources before you budget.

In short

  • Since 1 October 2026, Meta charges for service replies after the first 1,000 free per phone number per month: S$0.0205 each in Singapore.
  • Marketing messages cost S$0.0937 each; utility and authentication messages S$0.0205. Only delivered messages are charged.
  • A customer who arrives from a Click-to-WhatsApp ad opens a 7-day window in which all messages are free.
  • Each business pays Meta directly with its own card. Without a payment method, service replies stop being delivered once the free 1,000 are used.

If your business answers customers through the WhatsApp Business Platform (the API used by chatbots and shared inboxes, as opposed to the free WhatsApp Business app on a phone), Meta charges per message. The way it charges changed on 1 October 2026, and replies that used to be free now cost money once you pass a monthly allowance. This guide sets out the Singapore rates and the rules that decide what you pay.

What changed on 1 October 2026

From 1 October 2026, Meta charges for service messages (your replies inside the customer service window) beyond 1,000 free per phone number per month. The free allowance does not roll over. Meta also charges for utility replies sent inside the window.[1]

Two other changes matter for Singapore: Singapore became its own pricing market on 1 July 2026, and billing in Singapore dollars has been available since 1 April 2026. The billing currency is set when the account is created.[1]

Meta also sells its own AI agent for businesses, the Meta Business Agent, billed at US$2 per million tokens.[2]

What is free

  • The first 1,000 service messages per phone number per month.[1]
  • Everything in a Click-to-WhatsApp ad window. When a customer comes to you from a Click-to-WhatsApp ad, they open a 7-day window in which messages in all categories are free.[1]
  • Messages that are not delivered. Only delivered business-to-user messages are charged.[1]
  • Messages sent from the WhatsApp Business app on a number that also uses the platform (Meta calls this coexistence). Those stay free.[3]

Who pays, and how

When a software provider connects your number as a Meta Tech Provider, Meta bills your business directly for API usage, and the provider bills you separately for its own service.[7] Your business adds a Visa or Mastercard to its WhatsApp account.[6]

This matters for one reason in particular: with no payment method on file, service messages stop being delivered once the free tier is used up.[1] If a chatbot or inbox suddenly stops reaching customers late in the month, a missing card is one of the first things to check.

Worked examples

These are our own calculations from the rates above, for one phone number in one month.

ScenarioCalculationPaid to Meta
800 service repliesAll within the free 1,000S$0
3,000 service replies, none from Click-to-WhatsApp ads(3,000 − 1,000) × S$0.0205S$41.00
One promotion sent to 500 customers, all delivered500 × S$0.0937S$46.85

Replies to customers who came from a Click-to-WhatsApp ad, inside their 7-day window, would lower these figures. When you budget, round up and check your first bill against Meta's pricing page.

Limits on marketing messages

Separately from price, Meta limits how many people you can message with templates outside the customer service window. The limit counts unique users reached in a rolling 24 hours, and replies inside the window are not capped.[4]

  • Since 7 October 2025 the limit is set per business portfolio, and a new portfolio starts at 250.[4]
  • It rises to 2,000 after business verification, or after 2,000 high-quality template messages in 30 days.[4]
  • After that it can rise to 10,000, 100,000 and unlimited, as long as quality stays good and at least half the limit was used in the last 7 days.[4]

For a small business, this means a large promotion to an old customer list may not be possible straight away, whatever you are willing to pay.

Rules for AI on WhatsApp

Meta's terms ban AI providers whose AI is the primary function of what they offer, and allow AI that is incidental or ancillary. They also say WhatsApp data must not be used to train AI models.[5] In practice, a business's own sales or customer-service chatbot, answering its own customers, is a different thing from a general-purpose AI assistant on WhatsApp, but Meta decides what counts as primary.

WorkLink's AI Chatbot is built as sales and customer-service automation for your own customers, and we do not use your WhatsApp conversations to train AI models.
